Amends Iowa Code Section 232.142, subsection 6, paragraph b to change how juvenile detention home fund moneys are allocated to county and multicounty facilities

Establishes a base distribution of $150,000 to each eligible county or multicounty juvenile detention home before any proportional allocation

Remaining fund moneys after the $150,000 base distribution are prorated among eligible detention homes based on each home's proportion of total costs from the immediately preceding fiscal year

Current law distributes all fund moneys solely based on proportional costs; the bill creates a two-tier allocation system with a flat base amount plus proportional distribution
