Towing companies must notify law enforcement within 2 hours of a nonconsensual tow and notify the registered owner and any lienholder within 48 hours, including the location where the vehicle can be reclaimed.

Vehicle owners cannot be prohibited from reclaiming personal property from inside a towed vehicle and cannot be charged a fee to retrieve their belongings.

Towed vehicles cannot be sold or disposed of during the first 45 days following the tow, and owners must receive at least 48 hours notice before any planned sale or disposal.

Storage fees cannot exceed the value of the vehicle, and persons with limited resources must be offered a monthly payment plan option to reclaim their vehicle.

Violations constitute a simple misdemeanor punishable by up to 30 days confinement and fines between $105 and $855.
