Cities may establish social districts by ordinance where possession and consumption of alcoholic beverages is permitted on public streets, sidewalks, and other public spaces within defined boundaries

Only holders of class "C" or special class "C" retail alcohol licenses (bars, restaurants) located within the district may participate and must use marked, non-glass containers identifying the selling establishment

City ordinances must specify the district's legal boundaries, permitted days and hours of operation, container requirements, licensee participation rules, and enforcement provisions including penalties

Consumption remains prohibited in motor vehicles, on school property, during non-designated hours, and the ordinance cannot prevent businesses from denying entry to patrons carrying alcohol from other establishments

The bill amends Iowa Code sections 123.30 and 123.46, and creates new section 414.34 to authorize these social districts
