Creates an attorney loan repayment program administered by the Iowa College Student Aid Commission to encourage attorneys to remain and practice law in Iowa.

Eligibility requires graduation from the University of Iowa College of Law, Iowa law license, and current or committed practice in Iowa.

Participants must practice law in Iowa during each year of assistance and provide at least 50 hours per year of legal services as an indigent defense attorney.

Loan repayment assistance provides up to $10,000 per year for up to six consecutive years, covering federal Stafford, Graduate PLUS, and Perkins loans.

Priority given to attorneys practicing in rural areas (counties or municipalities with population under 26,000 located more than 20 miles from cities of 50,000+), with a cap of 110 attorneys per year.
