Prohibits all elective abortions in Iowa, defined as any act using instruments, medicine, drugs, or other means to terminate a clinically diagnosed pregnancy with knowledge it will likely cause the death of an unborn child.

Excludes from the definition of elective abortion: in vitro fertilization and fertility treatments, removal of deceased unborn children from miscarriage, treatment of ectopic pregnancies, and procedures to address medical emergencies.

Declares that human life begins at conception and that the state has a fundamental interest in protecting life from that point, citing both the Iowa Constitution and the U.S. Constitution's Fourteenth Amendment.

Makes performing or aiding/abetting an elective abortion a criminal offense, with licensed medical professionals subject to disciplinary action for violations.

Amends existing feticide statutes (Section 707.7) to align definitions with the new chapter's provisions regarding unborn children.
