Expands the right of persons with disabilities, their assistants, and service animal trainers to be accompanied by service animals or service-animals-in-training to any place where such animals are permitted under state or federal law, beyond the currently enumerated locations.

Current law already grants access rights to public places including streets, sidewalks, public buildings, transportation, hotels, restaurants, and places of public accommodation or amusement.

Prohibits requiring additional payment for service animals or service-animals-in-training while maintaining that handlers remain liable for any damage caused by the animal.

Knowingly denying or interfering with these access rights remains a simple misdemeanor under existing law.
