Establishes the Armed Forces Reserve Component Scholarship Program administered by the Iowa College Student Aid Commission for members of U.S. military reserve forces (Army, Navy, Air Force, Marine Corps, Coast Guard, or Space Force) enrolled full-time in eligible Iowa institutions

Limits scholarships to a maximum of eight semesters, with award amounts capped at 100% of resident tuition and mandatory fees for community college students, or 100% of average resident undergraduate tuition for students at regent institutions or accredited private institutions

Requires eligible students to be Iowa residents who have completed initial active duty training, maintain satisfactory military performance and academic progress, and be certified by a military reserve component command

Disqualifies members who have already earned a baccalaureate degree or who were discharged under other than honorable conditions from any branch of the armed forces

Authorizes the commission to waive or modify program requirements for students ordered to active duty, allowing them up to five years after their enlistment obligation ends to utilize awarded scholarships
