Requires license applicants to submit copies of their state alcoholic beverage license, federal TTB basic permit, and production documentation showing total proof gallons produced

Renames "wine carrier permit" to "alcoholic beverage carrier permit" to accommodate shipment of both wine and spirits under the expanded direct shipping framework

Authorizes the director to suspend licenses for up to one year, revoke licenses, or impose civil penalties up to $1,000 per violation for non-compliance
