Amends Iowa Code Section 726.6 to update child endangerment definitions by replacing references to "minor" with "child" throughout the statute

Defines "child" as any person under eighteen years of age for purposes of the child endangerment law

Applies to parents, guardians, custodians, or household members who knowingly create substantial risk to a child's physical, mental, or emotional health or safety

Prohibits intentional acts of unreasonable force, torture, or cruelty resulting in bodily injury or substantial mental/emotional harm to a child

Maintains existing provisions regarding willful deprivation of necessities, permitting abuse, abandonment, exposure to methamphetamine manufacturing, and allowing access by registered sex offenders
