Requires undergraduate students at Iowa Board of Regents institutions to complete introductory survey courses in both American history and American government as part of general education or core curricula requirements, with each course worth at least 3 semester credit hours.

Exempts students in degree programs of three years or less in duration from the course requirements; transfer students receive equivalent credit for substantially similar coursework completed elsewhere.

Mandates the Board of Regents conduct a review of all undergraduate general education requirements and core curricula by fall 2028, with the new course requirements applying to students beginning enrollment on or after July 1, 2028.

Requires civic education centers at the University of Iowa, Iowa State University, and University of Northern Iowa to establish ongoing lecture and debate series promoting civil dialogue on issues important to the American republic by December 31, 2026.

Directors of the Center for Cyclone Civics (Iowa State) and Center for Civic Education (UNI) must submit annual reports to the governor, general assembly, and Board of Regents by December 31 detailing achievements, opportunities, challenges, and obstacles.
