Expands funding eligibility for English learner (EL) instruction costs to include transportation to nonpublic schools, with the weighted enrollment funding remaining in the student's district of residence for up to five years.

Requires open enrollment transfers for English learners to be approved only if the receiving district has an appropriate EL instruction program and sufficient classroom space without exceeding maximum class sizes.

Mandates that when an English learner transfers through open enrollment, the district of residence must pay the receiving district the state cost per pupil plus additional EL weighting amounts multiplied by the state cost per pupil.

Establishes that if a receiving district's actual costs for EL instruction exceed the standard weighted funding, the student's district of residence must pay the difference to cover actual instructional costs.

Allows the school budget review committee to grant supplemental aid to districts for continued EL program funding after the initial five-year weighting period expires.
