Requires the state percent of growth and categorical state percent of growth for school funding to be enacted within 30 days of the governor's budget transmission (due February 1 under Code section 8.21)

Suspends salary payments to all General Assembly members beginning on the 31st day after the governor's budget transmission if the growth percentages are not enacted by the deadline

Salary suspension continues until legislation establishing the state percent of growth and categorical state percent of growth is enacted

Withheld salaries are permanently forfeited and cannot be paid retroactively once the required legislation is passed

Amends Code sections 2.10 (legislative salaries) and 257.8 (school foundation aid) to establish these enforcement mechanisms
