Limits alert distribution to law enforcement agencies, hospitals, emergency medical services, mental health providers, veterans service organizations, and veteran peer support programs

Mandates that responses prioritize de-escalation, voluntary engagement, and trauma-informed practices, with involvement of crisis intervention teams or mental health professionals when feasible

Prohibits using green alert activation as probable cause for arrest, warrantless detention, involuntary commitment, or circumventing constitutional protections
