Permit applicants must not have more than two prior convictions under this section, must declare compliance with the law, and pay a fee of up to $5.

Permits are valid statewide and expire on the holder's birthday in the second calendar year after issuance; sheriffs must maintain records including photos and ID copies of all permit holders.

Iowa State Patrol must develop standardized application and permit forms in consultation with county sheriffs and scrap metal dealers.

Sheriffs may investigate applicants' backgrounds and may deny, suspend, or revoke permits for inaccurate applications, non-compliance, or convictions under this section.
