Defines eligible "community-based organizations" as legal aid or nonprofit organizations with at least 5 years of experience working with employees and a successful track record of facilitating wage complaints.

Mandates that all education and services provided through the program be free to employees and accessible to any worker in Iowa, with additional assistance for marginalized communities and non-native English speakers.

Required services include employee rights education, direct worker advocate assistance, legal assistance for filing complaints, and support for compliance monitoring and investigations.
