Requires the Department of Inspections, Appeals, and Licensing, in consultation with the Board of Nursing, to establish continuing education requirements allowing dual certification as both a certified nurse aide and a health care facility inspector.

Creates a health care facility inspector incentive grant program providing up to $2,000 per grant to certified nurse aides to obtain training necessary to qualify as inspectors, with amounts based on years of employment and training needed.

Establishes a dedicated fund in the state treasury for the grant program, funded by general assembly appropriations and potentially penalties collected by the department, with moneys not reverting at fiscal year end.

Requires community college boards to establish a 30-40 contact hour certificate program for long-term care quality and inspection support, covering inspection processes, abuse and neglect prevention, and incident reporting.

Directs community college boards to pursue state, federal, and Medicaid quality incentive program funding to establish and expand the certificate program, including partnerships with nursing homes for practical training.
