Creates the Iowa Food Bank Donation Matching Fund within the state treasury, administered by the Department of Health and Human Services

Appropriates $1 million annually from the general fund beginning July 1, 2026, to match private donations reported by nonprofit food banks from the preceding fiscal year

Defines eligible nonprofit food banks as 501(c)(3) organizations that regularly provide food to persons in need or distribute to food pantries, soup kitchens, and hunger relief centers

Unspent funds do not revert at fiscal year end but remain available for expenditure through the succeeding fiscal year

Interest and earnings on fund moneys are credited back to the fund rather than the general fund
