Modifies five College Student Aid Commission programs: skilled workforce shortage tuition grant, Iowa workforce grant and incentive, vocational-technical tuition grant, Future Ready Iowa skilled workforce last-dollar scholarship, and gap tuition assistance programs

Establishes a volunteer mentor program to support students receiving Future Ready Iowa scholarships or grants, with mentors assigned based on the student's field of study upon request

Requires the Iowa Workforce Development Commission, in collaboration with the College Student Aid Commission and Department of Workforce Development, to adopt rules for implementing the mentor program

Allows community colleges to identify up to five regional high-demand jobs (in addition to the statewide list) for purposes of determining program eligibility in their regions

Updates statutory references throughout Iowa Code to reflect program consolidation and coordination between the Future Ready Iowa scholarship and grant programs
