Department of Administrative Services (DAS) must create and maintain a contractor performance assessment system on an internet site accessible to governmental entities for evaluating contractor performance on public improvements

DAS must develop a performance grading system for architects, engineers, and contractors who have performed work on public improvements in Iowa

Performance metrics must include whether work was completed on time, whether costs exceeded the budgeted amount and by how much, and the history of change orders

Governmental entities may use the contractor performance assessment system information to determine if a bidder is responsible when awarding public improvement contracts

Amends Iowa Code Section 26.9 and creates new Section 26.17
