Requires health insurance policies, contracts, and plans to offer a special enrollment period for pregnant women after a health care professional certifies the pregnancy, up until 16 weeks gestation.

Prohibits insurers from imposing fees or penalties for special enrollment of pregnant women.

Coverage becomes effective on the first day of the month in which pregnancy is certified, unless the woman elects coverage starting the following month.

Applies to individual and group accident/sickness insurance, hospital/medical service contracts, HMO contracts, and public employee plans delivered, issued, or renewed on or after January 1, 2027.

Excludes accident-only, specified disease, short-term hospital, dental, vision, Medicare supplement, long-term care, disability income, and workers' compensation insurance from the requirements.
