Prohibits construction or expansion of confinement feeding operation structures (confinement buildings, manure storage structures, egg washwater structures) in Iowa, with exceptions for small animal feeding operations and projects already underway before the effective date.

Expands the definition of "confinement feeding operation" to include facilities that are partially roofed, not just totally roofed structures.

Moratorium remains in effect until the Department of Natural Resources determines fewer than 100 water bodies in Iowa are listed on the federal Clean Water Act Section 303(d) impaired waters list.

DNR must publish notice in the Iowa Administrative Bulletin within 30 days of determining the impaired waters threshold is met; the moratorium ends 30 days after publication.

Violations subject to civil penalties up to $10,000 for air quality violations and up to $10,000 (administrative) or $5,000 (judicial) for water quality violations under existing enforcement provisions.
