Amends Iowa Code Section 455B.173 to prohibit the Environmental Quality Commission from adopting effluent standards more stringent than federal EPA standards under the Clean Water Act, except when necessary to meet water quality standards or reduce pollutant concentrations to natural background levels.

Provides a 10-year protection period for new sources constructed after October 18, 1972, exempting them from more stringent effluent limitations during that time or the depreciation period of pollution control equipment.

Requires the Commission to establish rules for animal feeding operation construction, expansion, and operation, including minimum manure control, permits, and inspections.

Mandates rules for storage, treatment, and application of manure and effluent from animal feeding operations as necessary to preserve and enhance water quality in Iowa.

Exempts rules implementing these provisions from certain Iowa Administrative Procedure Act requirements under Section 17A.7, subsections 2 or 3.
