Amends Iowa Code Section 234.12 to create a state backup funding mechanism for SNAP benefits if the U.S. Department of Agriculture stops transferring federal funds due to a failure of Congress to appropriate money for the program.

Requires the Iowa Department of Health and Human Services to reallocate unexpended or unencumbered state general fund appropriations to cover SNAP benefits at the same level as federal funding would have provided.

State-funded benefits would continue to be distributed to eligible households following federal eligibility requirements (7 U.S.C. ch. 51) until federal SNAP funding resumes.

Directs the Department of Health and Human Services to promulgate administrative rules under Iowa Code chapter 17A to implement the backup funding provisions.
