Authorizes civil penalties up to $10,000 per violation, enforced by the attorney general, with collected penalties deposited into the veterans trust fund

Allows harmed veterans, service members, or dependents to bring private civil actions for damages, attorney fees, and equitable relief

Requires the Iowa Department of Veterans Affairs to conduct outreach about predatory claims practices and maintain a public list of accredited representatives serving Iowa veterans
