Creates the "Iowa Fair Repair for Farm Implements Act" requiring farm equipment manufacturers to provide repair documentation, diagnostic tools, embedded software, and parts to independent repair providers and equipment owners on fair and reasonable terms.

Defines "farm implement" to include motorized equipment used exclusively for agricultural production, self-propelled implements of husbandry, farm tractors, and fence-line feeders.

Requires manufacturers to make available the same diagnostic, service, and repair information provided to authorized dealers, including embedded software updates and security-related patches.

Prohibits manufacturers from requiring authorization or imposing conditions that substantially increase repair costs, and bars using digital locks or software to prevent independent repairs.

Establishes civil penalties up to $1,000 per violation, grants enforcement authority to the Attorney General, and allows private lawsuits with recovery of costs and attorney fees.
