Data centers in Iowa must submit quarterly water usage reports to the Department of Natural Resources, including total water input in gallons, water sources (municipal, groundwater, or surface water), and water usage effectiveness calculations.

Reports must be filed within six months of the Act's effective date for existing data centers, three months for those operating at least one year, or within three months of starting operations for new facilities.

The Iowa Utilities Commission must establish a separate tariff classification for data centers distinct from other commercial or industrial electricity consumers.

Data center tariffs must allocate electricity service costs proportionally to prevent cost-shifting to other retail electricity consumers and mitigate risks of unwarranted charges to other customer classes.

The Department must publish all water usage reports on its website within 30 days of receipt, and data centers must notify the department at least 60 days before implementing substantial operational or technology changes.
