Modifies Iowa's statewide preschool program eligibility to include children who turn five years old between June 1 and September 15, allowing them to enroll in preschool for a second year if space permits

Establishes enrollment priority for four-year-old children when preschool program space is insufficient for all eligible children

Prohibits counting a child for state funding purposes if they were previously counted in a prior school year, preventing duplicate funding for children enrolled two years

Extends compulsory attendance requirements to apply when eligible four or five-year-old children are enrolled in the preschool program under section 299.1A, subsection 3

Requires Chapter 28E agreements between school districts and community-based providers to serve both four-year-old and eligible five-year-old children in licensed child care centers or preschool programs
