Establishes the Credential-Attainment Program Act within the Department of Workforce Development to provide high school students (grades 9-12) with postsecondary certificates and competency-based credentials while still enrolled in school.

Requires program agreements between community colleges, employers, and school districts, with employers committing to hire all students who complete the program, attain the credential, and graduate high school into high-wage jobs.

Employers must contribute at least 20% of program costs through cash or in-kind contributions, with additional funding available through program job credits, tuition, and student fees.

Program services include curriculum development, job task analysis, instruction, instructional materials, skill assessment testing, and school-to-career training programs.

Defines eligible employers as businesses engaged in manufacturing, processing, construction, research and development, or interstate/intrastate commerce services, excluding retail services.
