Repeals provisions from 2023 Iowa Acts, chapter 103 (SF 478) that restricted the state auditor's access to certain information and imposed disclosure limitations.

Removes the prohibition on litigation between constitutional and statutory offices, administrative departments, commissions, and boards of the executive branch of state government.

Eliminates the requirement that disputes between state governmental agencies be submitted to a three-member board of arbitration appointed by the disputing parties and the governor.

Strikes the 60-day deadline for arbitration boards to resolve inter-agency disputes.

Repeals Code section 11.3, which defined when an audit or examination begins for purposes of the auditor of state's authority.
