Establishes the "Iowa Skilled Workforce Act" to expand and regulate apprenticeship programs in the state

Creates new definitions for "intermediary sponsor" (entities providing training to apprentices for multiple employers) and "employer partner" (employers training employees through intermediary sponsors)

Grants intermediary sponsors sole discretion for approving employer partners, provided those partners comply with the sponsor's outlined responsibilities

Requires the Iowa Office of Apprenticeship to provide at least 60 days notice before canceling or suspending an employer partner, and at least 90 days notice before taking action against an apprenticeship sponsor, intermediary sponsor, or lead apprenticeship sponsor

Prohibits the office from canceling or deregistering an intermediary sponsor based solely on the actions of their employer partners, though it may require the sponsor to address partner compliance issues
