Establishes a veterans recovery program through the Iowa Department of Veterans Affairs to provide hyperbaric oxygen treatment to veterans diagnosed with post-traumatic stress disorder or traumatic brain injury acquired during military service.

Creates the Veterans Traumatic Brain Injury Recovery Fund in the state treasury to finance the program through appropriations, grants, gifts, donations, and third-party reimbursements.

Authorizes grants to statewide veterans service organizations to coordinate hyperbaric oxygen treatment and support services, with treatment facilities including hospitals and authorized outpatient health facilities.

Requires veterans service organizations to submit treatment plans to the department for approval before providing treatment, including a prescription from a health care practitioner and cost estimates.

Mandates annual reports by January 1 to the governor and general assembly evaluating program effectiveness through cognitive testing results and participation numbers.
