Defines "career and technical education instructor" as a licensed teacher with CTE endorsement for grades 5-12 in agriculture, family consumer sciences, industrial technology, business, or information technology, or someone holding a CTE authorization for grades 5-12

Amends Iowa Code Section 257.11, subsection 5, which governs supplementary weighting for shared operational functions between school districts and political subdivisions
