Appropriates $17.5 million annually from the general fund to the Technology Reinvestment Fund starting July 1, 2026, plus a one-time $18,269,217 from the Rebuild Iowa Infrastructure Fund for fiscal year 2025-2026.

Establishes that Technology Reinvestment Fund moneys shall be used for state IT projects including computer hardware/software, telecommunications equipment, and infrastructure improvements that enhance government services and promote innovation.

Requires the Department of Management to prioritize proposed IT projects based on nine criteria including alignment with strategic priorities, return on investment, scalability, feasibility, and improved access to services in rural communities.

Mandates the Department of Management to provide a prioritized project list to the governor for budgetary recommendations to the General Assembly, beginning for fiscal year 2027 and annually thereafter.

Specifies that unencumbered Technology Reinvestment Fund moneys do not revert at fiscal year end but remain available for two additional years after the appropriation year.
