Expands the definition of "election day" to include any day on which in-person voting occurs, including early voting periods under sections 53.10 or 53.11.

Requires law enforcement agencies or state entities investigating elections, election officials, or election misconduct to immediately notify the state commissioner; investigations of the state commissioner must be reported to the governor instead.

Allows cancellation of voter registrations designated as incomplete, pending, or unconfirmed for 90 days if the commissioner cannot contact the registrant or the registrant fails to provide sufficient information to correct the defect.

Modifies public measure recount procedures to allow recounts when the margin is less than 0.15% for statewide measures or less than 1% or 50 votes (whichever is lesser) for other public measures, with special provisions for measures requiring 60% approval.

Changes the composition of recount boards from a three-member designated panel to the commissioner and commissioner's staff, which may include persons employed to tally ballots during the election.
