Updates state building code provisions to replace references to the "department of public defense" with "department of homeland security and emergency management" for safe room and storm shelter standards.

Redirects fees collected by the building code commissioner from the general fund to the licensing and regulation fund created in section 10A.507.

Allows pediatric palliative care residential facilities to serve any number of individuals, including zero, and exempts them from certificate of need requirements under section 135.62.
