Requires operators of conversational AI services to clearly disclose to minor users (under 18) that they are interacting with artificial intelligence, either through a persistent visible disclaimer or disclaimers at the start of each session and every three hours of continuous use.

Prohibits conversational AI services from producing sexually explicit content for minors, encouraging minors to engage in sexually explicit conduct, sexually objectifying minors, or simulating romantic relationships with minor users.

Mandates operators implement reasonable measures to prevent AI from making statements that would lead minors to believe they are interacting with a human, including claims of sentience, simulated emotional dependence, or romantic interactions.

Requires operators to provide privacy and account management tools for minor users, with additional parental/guardian controls required for children under 13 or those with risk factors identified by the attorney general.

Bans providing minors with unpredictable rewards or points designed to encourage increased engagement with the conversational AI service.
