Defines "public building" as a vertical improvement used for a public purpose by the state or a political subdivision of the state

Allows any person to report alleged violations of the half-staff requirement to the Iowa Attorney General

Authorizes the Attorney General to initiate legal action, including seeking injunctive relief, to obtain compliance with the half-staff requirement

Amends Section 1B.3 of the Iowa Code governing flags on public buildings
