Provides broad immunity from civil and criminal liability for damages or injuries alleged to result from climate effects caused wholly or partly by greenhouse gas emissions from agricultural, petroleum, or renewable fuel sources

Defines covered greenhouse gases as carbon dioxide, methane, nitrous oxide, hydrofluorocarbons, nitrogen trifluoride, sulfur hexafluoride, and perfluorocarbons originating from farms, petroleum facilities, or renewable fuel operations

Requires plaintiffs to prove by clear and convincing evidence that the defendant violated an enforceable statutory limitation or a valid permit issued by the Iowa Department of Natural Resources or federal EPA

Limits liability protections only when a district court finds by clear and convincing evidence that the defendant violated specific greenhouse gas emission restrictions or permit terms
