Requires the Workforce Development Board to establish a comprehensive initiative addressing Iowa's cybersecurity and artificial intelligence workforce needs, including supporting K-12 cyber and AI literacy standards and facilitating partnerships between Board of Regents institutions and private industry for internships and specialized degree programs.

Subject to legislative appropriation, authorizes a grant program to support educational institutions and private sector entities in developing cyber and AI training programs, plus career transition programs for professionals including law enforcement officers, teachers, and construction workers.

Directs the State Board of Education to oversee implementation of K-12 through higher education frameworks for cyber and AI literacy, including establishing statewide mandated outcomes or standards based on successful models from other states.

Creates a voluntary certification program for school districts, accredited nonpublic schools, charter schools, and innovation zone schools to demonstrate compliance with cyber and AI standards, based on self-attestation with limited department auditing.

Requires the Department of Education, in consultation with the Department of Public Safety, to develop a statewide community education initiative for cyber and AI awareness, including a digital resource hub and marketing campaigns targeted to specific demographics such as the elderly, minors, law enforcement, and educators.
