Adds "shellfish" to the definition of "animal" under Iowa's animal feeding operation (AFO) regulations in Code chapter 459, alongside cattle, swine, horses, sheep, chickens, turkeys, and fish.

Establishes animal unit equivalency factors for shellfish: 0.001 animal units for shellfish weighing 25 grams or more, and 0.00006 animal units for shellfish weighing less than 25 grams.

Allows operators who exclusively confine fish or shellfish in confinement feeding operations to elect compliance with general water quality permitting requirements under section 455B.183 instead of the standard AFO permitting requirements.

Subjects shellfish operations to existing AFO regulations administered by the Department of Natural Resources, including air and water quality standards, separation distance requirements, and manure management plans.
