Requires the Department of Administrative Services to contract with a certified technician to perform mechanical insulation energy audits for each state-owned building by January 1, 2028, and every four years thereafter.

Audits must identify all missing and damaged mechanical insulation in buildings and assess compliance with ASHRAE Standard 90.1.

Audits must estimate emissions released and energy lost due to damaged and missing mechanical insulation on piping and ventilation systems.

Audits must provide cost estimates for remediation of insulation deficiencies and the projected timeframe to achieve return on investment.

Defines "mechanical insulation" as materials, facings, and accessory products of mechanical systems, including piping and ventilation.
