Prohibits state agencies, political subdivisions, law enforcement, and their contractors from using, acquiring, or possessing automatic license plate reader systems or data for any purpose

Requires covered entities currently using plate readers to remove all equipment and destroy all collected data within 30 days of the Act's effective date

Creates a private right of action allowing individuals whose data was collected to sue for minimum $1,000 per violation per day, plus punitive damages, attorney fees, and injunctive relief

Waives sovereign, governmental, and qualified immunity for lawsuits brought under this Act, with cases heard in state district court

Makes evidence derived directly or indirectly from plate readers inadmissible in any proceeding, and preempts any local ordinances authorizing plate reader use
