Amends Iowa's child abuse definition to exclude raising, guiding, or instructing a child "in a manner consistent with the child's sex," including using pronouns matching biological sex, seeking mental health services to help a child live consistent with their sex, and declining to consent to gender transition procedures.

Prohibits the Iowa Department of Health and Human Services from denying foster care or adoption agency licenses based on an individual's or agency's intent to raise children consistent with their biological sex.

Bars courts from considering it a negative factor in custody determinations that a parent raises or intends to raise a child in a manner consistent with the child's biological sex.

Allows children aged 10 or older to terminate contact with a child protection worker by indicating their wish to discontinue the interaction.

Requires private schools, in addition to public schools and facilities, to cooperate with child protection workers by providing confidential access to children named in abuse reports.
