Cities may demolish abandoned structures to address public safety, health concerns, or abate ongoing nuisance issues and recover demolition costs by any means from any owner within the preceding five years

Cost recovery requires four conditions: property owner fails to demolish after notice; property meets legal definition of abandoned under section 657A.1; property taxes unpaid for minimum one year from abandonment date; and property cited for nuisance at least six separate times within the preceding six months

A city's plan to demolish an abandoned building does not preclude a court from granting the city title to the property under existing abandoned property statutes

Amends Iowa Code sections 364.12 (city powers) and 657A.10B (abandoned property procedures)
