Prohibits courts from suspending sentences for these offenses unless the defendant establishes mitigating circumstances by clear and convincing evidence, which the court must state specifically on the record.

Defines "public employee" broadly to include any individual employed by a public employer, as well as contractors and vendors.

Defines "public employer" as the state, its boards, commissions, agencies, departments, and political subdivisions including school districts and special purpose districts.

Defines "public official" by reference to existing Code section 68B.2, covering state officials, local officials, and members of the general assembly.
