Amends Iowa Code Section 321.215 to allow the Department of Transportation to issue temporary restricted licenses (TRLs) to persons with suspended or revoked noncommercial driver's licenses who complete a remedial driver improvement action and pay the required fee

Removes the current restrictions limiting TRL holders to driving only to specific places at specific times for purposes like employment, health care, education, substance use treatment, or court-ordered obligations

Allows TRL holders to operate motor vehicles in any manner permitted for a valid Class C driver's license, rather than being limited to verified destinations and times

Grandfathers in persons who already hold TRLs issued before the effective date, allowing them to continue driving without completing the newly required remedial driver improvement action

Retains existing prohibitions on TRL issuance for certain violations and maintains requirements that TRLs be canceled upon conviction of moving traffic violations or license term violations
