Reduces civilian representation on the Iowa Law Enforcement Academy Council from three state residents to one resident who has never been employed as a certified law enforcement officer.

Adds two new council positions: one member from the Iowa Fraternal Order of Police and one police officer employed by a Board of Regents institution.

Changes population thresholds for police officer council seats from 50,000 to 5,000 persons, with one seat for officers from cities of 5,000+ and one for officers from cities under 5,000.

Establishes a two-consecutive-term limit for all council members.
