Establishes a pilot program for inmates to train and work as certified water and wastewater operators through the Department of Corrections, in coordination with the Iowa Department of Natural Resources and Iowa Workforce Development.

Eligible inmates must be serving sentences for nonviolent offenses, be within 24 months of their earliest possible release date, demonstrate good behavior in prison programming, and be approved for work release by the department and board of parole.

Program includes classroom instruction aligned with DNR-certified curriculum, on-the-job training through registered apprenticeships with municipalities or utilities, supervised work release placements, and assistance with certification exams and job placement upon release.

Appropriates $500,000 from the state general fund to the Department of Corrections for fiscal year 2026-2027 to implement and administer the program.

Requires annual reports to the general assembly beginning January 15, 2027, covering inmate participation, certification rates, employment outcomes, and recidivism statistics; the program is set to expire January 16, 2029.
