Expands the right of persons with disabilities, their assistants, and service animal trainers to be accompanied by service animals or service-animals-in-training to any place where such animals are permitted under state or federal law, beyond the currently enumerated locations

Current law already guarantees access rights to public places including streets, sidewalks, public buildings, transportation, hotels, restaurants, and places of public accommodation or amusement

Maintains that no additional payment can be required for the service animal or service-animal-in-training

Persons accompanying service animals remain liable for any damage the animal causes to premises or facilities

Knowingly denying or interfering with these access rights constitutes a simple misdemeanor under existing law
