Modifies employment restrictions to prohibit hiring individuals convicted of felonies or bookmaking/illegal gambling, while giving the director discretion regarding other crimes when making employment decisions

Expands confidential records protections to include ticket order history, ticket inventory, and any records that could impair security, integrity, or fairness of lottery games or retailer security

Changes lottery security staff requirements from mandatory "investigators" to optional staff qualified by law enforcement training and experience, and removes sworn peace officer status from such staff
